Rayne Parish Council News
This week (up to 20th Feb) there have been two reported attacks by dogs on other dogs being walked by their owners, this is in addition to other reports in recent weeks. In one case earlier this week it was fortunate that no injury was sustained, but in another, a docile dog was severely injured and required treatment to numerous puncture wounds and a stay for recuperation at the vets.
Although infrequent, the Parish Council is recording all incidents of attacks by dogs within the Parish. This will help to build a picture and identify any dog that has attacked others on several occasions.
Owners are often reluctant to report attacks by other dogs only to learn at a later date that other dogs have also been attacked by the same culprit.
So we ask that all dog owners are cautious when out walking their dogs and request that any further incidents are reported to either the Parish Council, Braintree Dog Warden or the Police
so that we can make the village a safe and happy home for dogs and their owners.
The recent snow has left some of the roads around Essex in a poor state with crumbling surfaces and potholes in many places. Potholes in the village may be reported to the clerk who will pass details on to Essex County Council Highways Dept, alternatively, problems can be reported for Rayne, or anywhere in Essex, by going direct to ECC web site and filling in the details there.

| POTHOLES AND A TEMPOARY SPEED LIMIT |
CARRIAGEWAY RESURFACING – THE STREET, RAYNE.
It is necessary to advise residents/occupants that contractors working on behalf of Essex County Council will soon be resurfacing The Street carriageway.
The work will be carried out in two phases:-
- From Pod’s Brook Road roundabout to outside N0 27 Gilda Terrace, commencing on Wednesday 3 March, taking 3 or 4 working days to complete.
- From 27 Gilda Terrace to The Swan PH, during w/c 15 March, with the same duration.
Road resurfacing is quite weather dependant, and it is not possible to be completely confident at this time regarding exact start dates or duration. The council’s contractor will of course erect warning signs in advance of each phase, which will provide more accurate information. Up-to-date advice can also be sought from: 01245 240031
The work will generally be undertaken within normal working hours (7am-7pm), and will be carried out with lane closures and traffic movements speed controlled to 10mph by convoy vehicle.
Vehicle passage to/from properties/premises fronting the length of road under repair will be restricted, and will depend upon the position of the operational plant. Drivers will be directed by the Contractor’s traffic management operatives accordingly, and should anticipate that there are likely to be delays to car journeys. Please also be aware that after the new surfacing has been laid past driveways and side road junctions, it will not be possible to drive over, until it has cooled sufficiently. Depending on conditions, this can take over an hour. If you anticipate using a vehicle whilst the work is being undertaken it may be preferable to park elsewhere if that is possible, in order to avoid the possibility of delay.
With specific regard to vehicle use to/from the Nayling Road and Sun Lido/Square Gardens estates during Phase 1, I would advise as follows:-
- On the first day of working, hopefully Wednesday 3 March, only the removal of the existing surface will be undertaken. This is a relatively quick operation, and I do not anticipate any serious delays to traffic entering or leaving either estate.
- On the following day resurfacing will be taking place from the roundabout to west of Nayling Road. Vehicle access/egress will not be impeded whilst this is being undertaken on the north side of The Street. However when the operation is being undertaken on the south side of the road in the vicinity of the junction, traffic will not be permitted to enter or leave the junction until the hot material has cooled sufficiently to withstand traffic. It is not likely that this will be before 8.45 am, and so vehicle journeys should not be impeded before that time. However it is not possible for me to say with any certainty at what time in the afternoon/evening the junction the contractor will be able to re-open the junction.
- Surfacing on day 3 will be completed over the remainder of Phase 1, up to No 27 Gilda Terrace. There will therefore be the same restriction on vehicle use when the resurfacing is being undertaken in the vicinity of Sun Lido/Square Gardens.
Please note that this work clearly cannot be undertaken with any vehicles parked on the layby outside Gilda Terrace for either phase of work, in order to avoid any damage from loose stones. It is therefore important that residents that may do so park elsewhere until the adjacent surfacing is completed.
| THE PARISH SUPPORT GRANT TO REMAIN |
At the Braintree Cabinet Meeting on the 7th December the Cabinet decided that the PSG will be frozen for 2010/11 until 2012/13. There will be no conditions as there were last year as Cllr Butland agreed with the local councils that by setting restrictions as they did last year went against the localism agenda.
This is important news for the village as the loss of this grant would have led to either a cut in the services provided by the Parish Council or a raise in the amount paid by households in the village to keep the present level of services.

Braintree Council have recently released their "Alternative Growth Locations" document which lists their preferred options on development in the area.
Of concern to residents in Rayne is the proposed "Flitch Way Settlement" which came about due to Braintree Football Club's desire to build an new stadium in the area and has been classified thus by BDC.....
"That the Flitch way Settlement Proposal should be retained for further consideration as a potential growth location, if the SHLAA identifies a
shortfall of sites with housing potential"
If it goes ahead this will be a huge development of some 36ha area on a Greenfield site behind Gilda Terrace and almost up to the very borders of Rayne.
The document also states that BDC are opposed to the development of Boxted Wood and Andrewsfield Airfield, however only part of this development lays within BDC's area, the majority of land, falls within Uttlesford District and while they also seem to be opposed to development of this site by having Elsenham as their "preferred option" for major development, it is likely that if problems arise from the building of Elsenham then eyes may again look toward Boxted Wood and Andrewsfield. At Present Galliard homes are looking to build 4500 houses on the Boxted Wood site. As their plans also include healthcare, shops, education and industry then this development is going to be more like a new town with the commercial properties in addition to 4500 homes. The whole Boxted Wood/ Andrewsfield site could be covered with up to 40,000 houses.

This last document is part of Uttlesford District "Strategic Housing Land Availability Assessment".
This has yet to go out for public consultation but when it does residents of Rayne are free to make comment as they wish.
Both of the threats mentioned above will have a massive impact on the village of Rayne if they go ahead. Please keep a watch on this website for further information.

This years Parish Council Citizenships Awards were presented at the Councils Annual Assembly held on the 18th May in the village Hall.
The first award was made to Mrs Liz MacNee.
Liz was nominated "In recognition of her kindness in visiting the elderly in the village and offering support to vulnerable people, who have received help and assistance as a result of her actions".
The Second award to was presented to "The Friends of the Flitch Way". They were nominated "Thanking the group for keeping the Flitch Way and other footpaths maintained and in use for the whole village"

The third of this years awards was given to the Rev Philip Meader at his retirement service a few weeks earlier. |

| RAYNE SAYS GOODBYE TO PHILIP |
After some thirteen years as Rector of the United Benefice of Panfield and
Rayne The Reverend Philip Meader has retired.
The event was marked by a Service held at All Saints, Rayne, with Tea served in
the Old School Room afterwards.
The Parish Council took the opportunity to present Philip with a Citizenship
Award for his dedication and hard work in the Parish.

The Award was presented by Council Chairman Martyn Phillips and we all wish
Philip and his wife Veronica, a long and happy retirement.
Galliard Homes are still pressing for their "Eco" town on the
location of Boxted Wood which is to the west of the Parish. The site is between
Blake End and Stebbing Green and will have consequences for Rayne.
Still
describing it as Eco Friendly the proposal is for 4,500 homes, shops, schools,
healthcare and employment.
It is believed that Galliard has options for other land that would increase
this development to at least 10,000 homes, indeed their previous exhibition
stated 10,000.
Although both Braintree District Council and Uttlesford District Council
have stated that they are against this proposal it is most likely that the
final decision will come from Central Government.
Stebbing Parish Council understand that Galliard Homes are being advised on
development of this site by Scott Wilson who are the governments advisers on
future development in the East of England.
Apparently the recent exhibitions were to update Galliard's "Master
Plan Vision". Also stated is that they are "committed to obtaining
local input" so this is your chance to express your views.

Rayne Parish council has also recently submitted an objection to proposed
Minerals Extraction works located at Broadfields Farm in Rayne .
This Area, designated 'A9' by ECC is estimated to yield over 4.2 million tons
of gravel from an area of 90 hectares over a period of fourteen years.
Access will be by road.

Reasonably heavy snow, well heavy for Essex at least, fell overnight on the
1-2nd Feb. As far as we can tell there have been no major problems in the
village and it seems that those who decided to avoid travelling to work made
the most of their time off walking around the village as I don't think I have
ever seen quite so many people out and about in one day !
The conditions made for some pretty views of the village and many were out
seen taking photos, one of whom was Andy, who posted his shots on the Village
Forum and has kindly given permission for them to be re-posted here.

Cllr Lady Newton, chairman of Braintree District Council visited Rayne on a
fact finding mission on Thursday 18th September.
