2009 CITIZENSHIP AWARDS

This years Parish Council Citizenship Awards were presented at the Councils Annual Assembly held on the 18th May in the village Hall.

The first award was made to Mrs Liz MacNee.
Liz was nominated "In recognition of her kindness in visiting the elderly in the village and offering support to vulnerable people, who have received help and assistance as a result of her actions".
The Second award to was presented to "The Friends of the Flitch Way". They were nominated "Thanking the group for keeping the Flitch Way and other footpaths maintained and in use for the whole village"

Mrs Liz MacNee The Awards Were presented by Cllr Pat Roberts,as Vice Chair, in the absence of Chairman Martyn Phillips.

The third of this years awards was given to the Rev Philip Meader at his retirement service a few weeks earlier.

RAYNE SAYS GOODBYE TO PHILIP

After some thirteen years as Rector of the United Benefice of Panfield and Rayne The Reverend Philip Meader has retired.
The event was marked by a Service held at All Saints, Rayne, with Tea served in the Old School Room afterwards.
The Parish Council took the opportunity to present Philip with a Citizenship Award for his dedication and hard work in the Parish.

The Award was presented by Council Chairman Martyn Phillips and we all wish Philip and his wife Veronica, a long and happy retirement.





BOXTED WOOD ONCE AGAIN.


Galliard Homes are still pressing for their "Eco" town on the location of Boxted Wood which is to the west of the Parish. The site is between Blake End and Stebbing Green and will have consequences for Rayne.

Still describing it as Eco Friendly the proposal is for 4,500 homes, shops, schools, healthcare and employment.
It is believed that Galliard has options for other land that would increase this development to at least 10,000 homes, indeed their previous exhibition stated 10,000.

Although both Braintree District Council and Uttlesford District Council have stated that they are against this proposal it is most likely that the final decision will come from Central Government.
Stebbing Parish Council understand that Galliard Homes are being advised on development of this site by Scott Wilson who are the governments advisers on future development in the East of England.

Apparently the recent exhibitions were to update Galliard's "Master Plan Vision". Also stated is that they are "committed to obtaining local input" so this is your chance to express your views.

Rayne Parish council has also recently submitted an objection to proposed Minerals Extraction works located at Broadfields Farm in Rayne .
This Area, designated 'A9' by ECC is estimated to yield over 4.2 million tons of gravel from an area of 90 hectares over a period of fourteen years.
Access will be by road.

IT'S BEEN SNOWING !

Reasonably heavy snow, well heavy for Essex at least, fell overnight on the 1-2nd Feb. As far as we can tell there have been no major problems in the village and it seems that those who decided to avoid travelling to work made the most of their time off walking around the village as I don't think I have ever seen quite so many people out and about in one day !

The conditions made for some pretty views of the village and many were out seen taking photos, one of whom was Andy, who posted his shots on the Village Forum and has kindly given permission for them to be re-posted here.

RAYNE VILLAGE VISITED BY LADY NEWTON

Cllr Lady Newton, chairman of Braintree District Council visited Rayne on a fact finding mission on Thursday 18th September.

PARKING RESTRICTIONS

The Parish Council has asked Essex County Council to provide double yellow lines to junctions around the school, Shalford Road and Brunwin Road. This regrettable step has been taken as inconsiderate parking restricts the view of both motorists and pedestrians. Such markings will allow the Police to take the necessary enforcement action should people continue to park in these locations. Hopefully this will increase the safety of pedestrians and motorists. Essex County Council will consult residents before the lines are introduced. The Parish Council does not expect objections as there have been no comments resulting from articles in the Parish Magazine or from parishioners at Parish Council meetings.




WILDLIFE IN RAYNE

Ok, not a Parish Council matter really but a couple of councillors were involved !

We have a young Barn Owl in the village. It had probably been disturbed and had to be returned to its nest, before this was done the opportunity was taken to photograph it.

The owl was totally unperturbed throughout all of its little 'adventure' and sat quite happily to have its photo taken.

Afterwards the youngster was returned to its rightfull place none the worse for wear. Lets us hope that it spends many happy years hunting around the village.

OAK MEADOW

As many of you will know the Parish Council has been trying for some time to purchase the land adjoining the Playing Field know as Oak Meadow.

Unfortunately we have been unsuccessful in our attempt to purchase Oak Meadow and ownership of the land remains with the family trust, as before. We would like to thank everyone for their support in pursuing this purchase, especially those who offered to lend money, should that have been necessary. If the land returns to the open market, the Parish Council will consider its purchase. Additional amenity space is required and the Parish Council will pursue other avenues although this is likely to be a lengthy process.

Many thanks to those of you who stopped by to visit the Councils table at the Village Fete on Sunday.Our apologies to visitors to the table during the early part of the event who found not a Parish councillor manning the table but his wife. This was due to him being called away to rectify a problem elsewhere, so our thanks to Mrs Rawlings for undertaking this task !
As promised "Sasha" made an appearance and turned up not with her trailer, but a flail mower attached, obviously she was keen to show off her versatility !

Development Of Boxted Wood

 

There is a proposal for development of Boxted Wood which will provide at least 3,000 homes in Uttlesford and 1,500 homes for Braintree with a possibility of numbers rising to 10,000. The site is between Blake End and Stebbing Green and will have consequences for Rayne.

A recent announcement has declared that a site at Elsenham has been chosen for Uttlesford, however, this is unlikely to mean that the Boxted Wood development proposal has just "gone away".
